3) you can get a trapinch or a nincada (do not evolve) heep traning until it leans dig (trapinch =lv.41) then you can evolve it after it learns dig.

But I can anwser your regi's question go to pacificlog town surf left you will see rapids you will see a spot were you can dive (if you don't try again) dive go down unitil you see somebig rock with this weird sybol on it. (also known as braille).
Go in front of it then use dive again you will be in sealed chamber go to top and you will see braille then use dig and the braille will open.
Go through it yhen go to the top again ad you will see braille stickin out of the wall press"A"and an earthquake will happen.
Congratulations you have unlocked the 3 regis I will tell you more later !

Sorry but try to use like the move yawn or hypnosis and just keep using it and then use a repeat ball.
